Sadly John Harris is right that "we have a state education system in complete disarray" (The lesson of Birmingham? State education is in chaos, 10 June).Two factors stand out as responsible. First is the potential power vested in governing bodies. The School Governance (Role, Procedures and Allowances) (England) Regulations 2013 state that the functions of the governing body include "ensuring that the vision, ethos and strategic direction of the school are clearly defined". Surely this should be the professional function of the teachers for which they have trained with the governors having oversight. But, as it seems has happened in a number of schools, obsessive governors have interpreted this as expecting them to lay down the law for teachers to follow. Continue reading...
